FS#1282 - Changeable color of the selection bar in layer list.

Changeable color of the selection bar in the layer list.
Now the color of the bar is darkblue and the underlaid icons are black and are not readable.

29.10.2022: A task closure has been requested. Reason for request: See comment.

The only problem I see at this moment is that text is less readable when switching from Default to Dark mode with alternating row colors.
That color can be customized.

I would move to closure.
